The position of Articulation Facilitator
is responsible for coordination of various monitoring functions
assigned by the Academic Program Articulation Steering Committee
(APASC) to serve students in public higher education institutions
in the State of Arizona. The Articulation Facilitator serves
several functions to include:
- Facilitate the work of the
Articulation Task Forces by coordinating training for
Task Force chairs and members, including:
- coordination of the
annual schedule of meetings
- collecting, reviewing,
and communicating minutes of the ATF meetings
- identifying
problems/concerns of the ATFs
- attending meetings of
the various ATFs
- maintaining records of
the ATFs, including minutes and attendance records
- providing liaison
support between APASC and the ATFs
- Coordinate preparation of
the ATF members to serve by providing training to ATF
members describing the role and function of ATFs and
process of articulation in Arizona.
- Assist the ATFs in academic
program development and articulation of courses and
programs as related to APASC's annual goals.
- Develop summary and
evaluative reports regarding the outcomes of each ATF
meeting and annual report of ATF activities presented to
APASC.
- Provide regular information
sessions and orientations for administration, department
chairs and faculty of the various institutions about the
role and functions of ATFs, as well as institutional
roles in the articulation process.
- Revise and coordinate the
production, distribution, and communication of the Articulation
Task Force Handbook.
- Work with the ATFs and APASC
to establish guidelines for the evaluation and review of
courses/programs.
- Monitor programs affected by
course changes initiated by the various institutions,
keeping records of all ATF recommendations/changes, and
monitor the implementation of ATF recommendations at
universities and community colleges.
- Serve as liaison between
ATFs and the Arizona Transfer Articulation Committee,
as well as the ATFs and the Course Applicability System
(CAS).
- Work with the ATFs and
various institutions to develop and monitor the Transfer
Guides.
- Work with the ATFs to
develop a more comprehensive approach to
transfer/articulation by focusing more on program and
less on course-to-course articulation.
- Develop and maintain
relevant information/databases that inform and facilitate
the development of an improved transfer articulation
process.
- Ensure the accountability of
ATFs through implementation of the goals of APASC.
Articulation Task Force Functions:
The Articulation Facilitator has functions related each ATF
meeting. These functions are subdivided into timeframes of
before, during, and after the ATF meetings.
Before the ATF Meetings
- Provide training to ATF lead
members, members, chairs, and hosts as to their
responsibilities at the ATF and the ATF's role and
function in the articulation process of the State of
Arizona.
- Serve as a resource to ATF
lead members, members, chairs, and hosts in preparation
of their individual ATF meetings.
During the ATF Meetings
- Serve as a resource to ATF
lead members, members, chairs, and hosts at as many of
the individual ATF meetings as possible.
- Record the participation of
each institution at each ATF meeting.
- Record recommendations and
issues defined at each ATF meeting.
After the ATF Meetings
- If ATF minutes have not been
received 30 days after each meeting, send a letter to the
ATF chair (see Appendix ?).
- Using the ATF minutes and/or
the CEG Coordinator ATF summaries, revise the following
after each ATF meeting:

and ATF Chair

Handbook Existing ATFs
APASC Functions: The
Articulation Facilitator provides services in behalf of APASC.
These functions may vary depending upon the needs of the APASC
chair but typically include:
Before APASC Meetings
- confirm the date, time, and
location with membership.
- Prepare a letter to APASC
members announcing the meeting
- Include in the letter
the date, time and location for meeting
- Attach to the letter,
the agenda, the previous minutes, and any supporting
documentation
- When the Joint Conference
Committee and APASC changes the membership, send a letter
announcing the changes to the APASC membership. The
letter should also be sent to the following:
Chief Academic Officers for community colleges and
universities
Arizona
Transfer Articulation Committee and ATASS Business Analyst.
During APASC meetings
- Record the university and
community college participants.
- Record the minutes of the
meeting.
- Serve as a resource to the
discussions.
- Provide other services as
defined by the APASC chair.
- At least on an annual basis,
present the following reports:
- ATF Participation during
the past year
- ATF Meeting Dates, ATF
Host, and ATF Chairs for next academic year
- ATF Orientations from
the past year and scheduled for next academic year
- Recommendations for
revision of Handbook for Articulation Task Forces for
the next academic year
After APASC Meetings
- Prepare minutes of the APASC
meeting.
- Prepare a list of APASC
follow-up activities.
- Prepare a draft agenda for
the next APASC meeting.
- Revise the ATF Schedule
including Meeting Dates, ATF Host, and ATF Chairs for
next academic year. If dates and locations have not been
received from the ATF chairs, call them to get the
information. If ATF did not select a chair, contact the
previous year's ATF chair to determine next year's chair,
meeting date, host, and location. Review the draft with
the APASC Chair and CEG Steering Committee Chair. The CEG
Steering Committee Chair will provide the names of the
Host CEG coordinator for each ATF. Add the names of the
Host CEG Coordinators after you have received them from
the CEGSC Chair. Send the ATF schedule the Chief Academic
Officers and CEG Steering Committee Chair, and the CEG
Editor. Update the CEG Steering Committee chair as to
changes in the schedule, as the changes occur.
ATAC
Functions: The Articulation Facilitator serves as a
liaison between ATAC and APASC. The facilitator's functions
related to these committees are:
- Attend ATAC meetings.
- Update the list of designated ATAC members for
ATF meetings during the next academic year.
- Review the responsibilities
in the ATF Handbook for designated ATAC members, and the CAS Transfer
Analyst with the designated ATAC members and ATASS Business Analyst.
ATF Handbook Functions: The
Articulation Facilitator maintains, publishes, and distributes
the Articulation Task Force Handbook. The facilitator functions
include:
ATF Handbook Review and
Updating
- Make revisions to the
following, considering any ATF notes taken during the
current year:
- confirm with the
university and community college chief academic
officers (CAOs) the course prefixes; degrees; each
ATF members' names, addresses, electronic mail
address, and telephone numbers; and lead ATF member
for each ATF. Incorporate all changes received from
community college and university chief academic
officers on the "working copy" of the
Appendix Gs. Contact appropriate CAOs if
contradictory information was received from an ATF
Chair.
- Using information from
Appendix F, update the ATF Chronology for each ATF on
the "working copy" of the Appendix Gs.
- Review the text of the
Handbook and make appropriate changes.
- Work with the CAS Transfer Analyst to
ensure that updated handbook material is published to all relevant areas
of the ATASS website.
Distributing the ATF
Handbook
The Articulation Facilitator and the ATASS Business Analyst will ensure that ATF members can access the most current ATF
Handbook files on the ATASS website.
